This is how to disable motion blur in Modern Warfare 2: Press the Options/Menu button and go to ‘Settings’. Select ‘Graphics’ and go to the ‘Post Processing Effects’ section. Change the ‘World Motion Blur’ and ‘Weapon Motion Blur’ options to ‘Off’.

World Motion Blur blurs the environment as you move. It gives the impression of speed and movement as you traverse the in-game world.

Weapon Motion Blur blurs your weapon as you aim to make the movement look smoother.

If you do not like either, simply turn them both off.
